Most Sydney businesses buy office cleaning the same way: three providers are asked for a price, the numbers come back within a few hundred dollars a month of each other, and the middle one wins. Six months later the floor is not what was described, and the buyer has no document to point at, because nobody ever wrote down what was being bought. The problem is not that the cleaners were dishonest. It is that three companies quoted three different jobs and everyone treated the results as though they were the same job.

Hours are the product, and almost nobody quotes them

An office clean is labour. Whatever the invoice says, you are buying a number of cleaner-hours a week plus consumables, equipment, supervision, insurance and margin. If you know the hours, you can judge the price. If you do not, you are comparing three anonymous numbers.

So ask every provider one question in writing: how many cleaner-hours a week does this price include, and how are they distributed across the nights? A provider who has walked your floor can answer immediately. A provider who priced from a floor plan and a square-metre rate will hesitate, because the honest answer is that the hours will be whatever it takes to keep the job profitable once the site turns out to be harder than the plan suggested.

The maths is worth doing yourself. Take the monthly figure, divide by the visits, and ask whether the resulting time per visit could plausibly cover the list you handed over. A 600 square metre floor with two kitchens, four washrooms, eight meeting rooms and an end-of-trip facility is not a ninety-minute job, no matter what the quote implies.

Write the scope first, then ask for prices

The single most useful thing a buyer can do is spend an hour writing the scope before contacting anyone. It does not need to be technical. List the areas by name, list the tasks in each, put a frequency beside every task, and state who supplies consumables. Send the identical document to every provider and ask them to price it.

Three things happen. Quotes become genuinely comparable. Providers who intended to quote a generic template have to engage with your actual premises. And you finish with a scope document that becomes the reference the relationship is measured against later, which is exactly what is missing when a client says the clean has slipped and the cleaner says it never included that.

The questions that separate a real quote from a number

Beyond hours and scope, five questions do most of the filtering:

  • Who is actually doing the work? Ask whether the cleaner is an employee of the company you are contracting or a subcontractor, and who carries the wage and insurance obligation. Contract cleaning is a heavily subcontracted industry, and the answer tells you how much control your provider really has over the person on your floor.
  • Who supervises, and how often are they on site? A named supervisor who physically attends monthly is a different product from a coordinator in an office who responds to complaints.
  • What happens when something is missed? You want a return before the next scheduled visit at no cost, and an escalation path when the same thing is missed twice.
  • What is excluded? Periodic work is where quotes diverge most: carpet extraction, hard-floor buffing or resealing, high dusting, internal glass above reach, external windows and bin washing. Get each one either priced into the schedule or listed as excluded.
  • How does the price change? Cleaning wages are set largely by the Cleaning Services Award, which the Fair Work Commission reviews annually with changes taking effect from the first full pay period on or after 1 July. A provider who says the price will never move is either absorbing that or has not thought about it. Ask how increases are handled and how much notice you get.

Compliance that decides whether you can even start

In a managed Sydney building, the cleaning contractor is a contractor like any other. Before the first shift, building management commonly wants the company's public liability certificate of currency, workers compensation details, safe work method statements for the tasks being performed, and each cleaner inducted and issued after-hours access. Chemicals need to match their safety data sheets, and wet-floor signage and electrical testing are routinely checked.

None of that is difficult for an established contractor, and all of it is a genuine obstacle for one who has never worked in a managed tower. It is the most common reason a cheap start date slips by two weeks. Ask for the documents during the quote, not after you have signed. Square metres are the least useful number in a Sydney office cleaning quote, because two floors of identical size can differ by an hour a night on access alone.
